Regulation on phytosanitary measures to prevent the introduction and spread of harmful organisms to plants, plant products and facilities under supervision.

This Regulation prescribes phytosanitary measures to prevent the introduction and spread of plant harmful organisms, the method of carrying out phytosanitary inspection of plant consignments, as well as the minimum number and size of samples of the consignment, small quantities for certain types of plants and plant products for which phytosanitary inspection is carried out, the form and content of phytosanitary certificates and phytosanitary certificates for re-export, the conditions under which a certified copy of a phytosanitary certificate and phytosanitary certificate issued in the exporting country may be accepted, the application form for phytosanitary inspection of plant consignments, the method of application and the deadline for announcing the consignment, more detailed conditions under which phytosanitary measures are applied, the mark permitting the import of a plant consignment and invalidating the phytosanitary certificate, the form, method and deadline for submitting an application for the issuance of a phytosanitary certificate, the place and method of carrying out phytosanitary inspection of a plant consignment being exported, as well as the mandatory phytosanitary inspection of consignments in transit in the event of damage or reasonable suspicion that there is a risk of the introduction and spread of harmful organisms.
This text further transpose the provisions of the Commission Implementing Regulation (EU) 2019/1715 laying down rules for the functioning of the information management system for official controls and its system components (‘the IMSOC Regulation’).
