Abstract
This Law provides for the animal health and development of livestock in Myanmar. It consists of 16 chapters: I. Title and Definitions; II. Objectives; III. Formation of Central Committee and its Functions; IV. Assignment of Chief Veterinary Officer, Functions and Duties; V. Duties and Powers of the Department; VI. Duties and Powers of Inspectors; VII. Livestock Farmland and Cultivated Pastureland for Animal Feed; VIII. Veterinary Services; IX. Livestock Production; X. Domestic Production or Distribution; XI. Export or Import; XII. Prevention and Control of Infectious animal Diseases; XIII. Prevention of Cruelty to Animals; XIV. Taking Administrative Action and Appeal; XV. Prohibitions and Penalties; and XVI. Miscellaneous.
Chapter II lays down the objectives of the Law which include development of animal health and livestock production, veterinary services, manufacturing of quality animal feed, veterinary medicinal products, prevention of diseases and cruelty etc. Chapter III establishes the Central Committee and lays down its functions. Chapter IV provides for appointment, functions and duties of the Chief Veterinary Officer. Chapter V enumerates the duties and powers of the Department in relation to animal health, livestock production and other matters. Chapter VI provides for the appointment, duties and powers of inspectors. Chapter VII makes provision for designation and administration of certain land as livestock farmland or cultivated pastureland for animal feed.
Chapter VIII requires permit to be obtained to provide veterinary services and lays down the process for the same. Chapter IX and X pertain to commercial livestock farming and domestic production respectively. Chapter XI contains provisions relating to import and export of animals, animal products, genetically modified organisms, animal feed, animal equipment or veterinary medicinal products. Chapter XII & XIII provide for prevention and control of infectious animal diseases and cruelty to animals respectively. Chapter XIV provides for administrative action by Veterinary Officer and appeal thereto. Chapter XV contains offences and penalties.
