Abstract
These Rules are framed in the exercise of the power conferred under subsection (a) of section 56 of the Irrigation Law. They contain eleven chapters: I. Title and Definitions; II. Construction of Irrigation Facilities; III. Maintenance of Irrigation Facilities; IV. Water Consumption from Irrigation; V. Interruption of Water Supply; VI. Rights and Duties of Irrigation Water Users; VII. Village Irrigation and Drainage Works; VIII. Declaring as a Drainage Canal, Removing Obstacles and Compensation; IX. Measures to be taken for prevention of natural disaster; X. Emergency Services for Irrigation and Drainage Canal and XI. Miscellaneous.
Chapter II lays down the procedure for construction of irrigation facilities including feasibility study and compensation for persons affected. Chapter III contains the obligations of the assigned Region or State Irrigation Officer, the District Irrigation Officer, and the Township Irrigation Officer with regards to maintenance of the dam, canals and related facilities under their administration. Chapter IV provides for consumption of water from irrigation including the application process, considerations by the authorities and filing of objections. Chapter V makes provisions for interruption of irrigation water supply in certain cases. Chapter VI requires creation of water user group/association and lays down the rights and duties of irrigation water users such as payment of water tax and compliance of orders and directives of the Department.
Chapter VII provides for technical assistance from District Irrigation Officer for village irrigation, embankment, drainage construction and special repair work if the same cannot be carried out by the villagers. Chapter VIII lays down the procedure to issue notification indicating a drainage canal under section 32 of the law in case of obstruction of river, stream, lake, or drain that can affect the public health, transportation, farmland and the public interest. Chapter IX requires authorities to take measures towards disaster risk reduction, mitigation and emergency response to reduce the impact of natural disaster on public life and property, environment and socio-economic structures. Chapter X enumerates the situations to be considered as emergency service for irrigation or drainage and provides for the response thereto.

Rules, regulations, notifications, orders directives and procedures issued under the Canal Act (Burma Act II, 1905) may continue to be enforceable as long as they are not contrary to these rules.
