Abstract
This Myanmar Climate Change Strategy (MCCS, 2018-2030) is a national wide policy document with a multi-sectoral approach. The long-term goal of this strategy is: By 2030, Myanmar has achieved climate-resilience and pursued a low-carbon growth pathway to support inclusive and sustainable development. Six priorities social, infrastructure and economic sectors were identified: 1. Climate-smart agriculture, fisheries and livestock for food security; 2. Sustainable management of natural resources for healthy ecosystem; 3. Resilient and low-carbon energy, transport and industrial systems for sustainable growth; 4. Resilient, inclusive and sustainable cities and towns where people can live and thrive; 5. Climate risk management for people's health and wellbeing; 6. Education, science and technology for a resilient society.
To build up the climate-smart agriculture, fisheries and livestock for food security, the MCCS sets up the sectoral outcome: Achieve climate-resilient productivity and climate-smart responses in the agriculture, fisheries and livestock sectors to support food security and livelihood strategies while also promoting resource-efficient and low-carbon practices.
The MCCS seeks to make agriculture, forestry and fisheries more productive and sustainable. For sustainable management of natural resources for healthy eco-system, the sectoral outcome is: Natural resource management that enhances the resilience of biodiversity and ecosystem services that support social and economic development and deliver carbon sequestration. Key expected results include: Climate change dimensions are incorporated and enforced in environmental and natural resource management policies, rules and regulations, including gender considerations; Environmentally sound technologies and good management practices are adopted to improve and maintain forest, water, land and coastal ecosystems, health and services.
The Strategy supports reducing rural poverty. Key expected results include: Myanmar has improved social protection, gender consideration and risk finance capacity to prepare for and recover from potential loss and damage resulting from climate change; etc.
The MCCS promotes to enable more inclusive and efficient agricultural and food systems. Two of expected results for the agriculture, fisheries and livestock sectors are: the agriculture, fisheries and livestock sectors have adopted climate-resilient and environmentally sound adaptation technologies and climate-smart management practices, supported by international and domestic finance; and institutional coordination and multi-stakeholder engagement framework have been established and support the implementation of climate-smart responses in the agricultural, fisheries and livestock sectors, including innovative business models and gender-sensitive approaches.
The MCCS seeks to increase the resilience of livelihoods to disasters. Two separate but parallel objectives the country needs to achieve to meet the long-term goal are proposed: 1. Increase the adaptive capacity of vulnerable communities and sectors so that they are resilient to the adverse impacts of climate change, and 2. Create and maximise opportunities for sectors to pursue a low-carbon growth pathway by ensuring development benefits to communities and all economic sectors. Strategic master plan and sectoral outcomes are also set up in the MCCS.
