Abstract
This Myanmar Development Assistance Policy (DAP) is formulated to facilitate the alignment between the development assistance provided to Myanmar and Myanmar Sustainable Development Plan. While the central purpose of the DAP is to enhance the lives of the people, it is also intended to ensure that assistance provided is implemented in a timely, efficient and effective manner.
In this policy document, Development Assistance means any form of financial and/or technical assistance provided by governments and international agencies to support the economic, environmental, social, and political development of Myanmar with a primary focus on poverty alleviation and long-term sustainable development.
This Myanmar Development Assistance Policy (DAP) reaffirms the roles and responsibilities of relevant stakeholders with regard to mobilizing and coordinating development assistance while remaining firmly based upon international agreements. It presents an overarching policy framework which shall guide the delivery of development assistance, together with clear procedures that streamline the identification, design, negotiation, approval, implement ation and evaluation of initiatives funded in part or whole by development assistance. As such, the DAP seeks to ensure that development assistance is at all times: 1. fully aligned with the Myanmar Sustainable Development Plan 2018-2030 (MSDP), and Sectoral, Ministerial, Sub-National and other Development Plans and Strategies; 2. fully supportive of Myanmar's achievement of the Sustainable Development Goals (SDGs); 3. fully aligned with relevant international conventions to which Myanmar has acceded or ratified, and with other relevant international declarations, accords, and agendas which Myanmar has endorsed; 4. increasingly harmonised with Myanmar's national planning and budgeting processes; 5. delivered in ways that are results-driven, innovative, mutually accountable and transparent; and 6. delivered in ways that strengthen Myanmar's human and institutional capacities at all levels. According to the DAP, development assistance should ensure that full consideration is given to strengthening the Government of Myanmar's ability to: 1. deliver services to, and protect the rights of most vulnerable populations; 2. reduce inequality; 3. support more resilient communities that are safe from both chronic threats as well as sudden and harmful disruptions in their daily lives; and 4. enhance opportunities and prosperity for all.
