Abstract
This document lays down the National Social Protection Strategic Plan for Myanmar. It aims to prevent and alleviate economic and social vulnerabilities, promote access to essential services and infrastructure and economic opportunity, and facilitate the ability to better manage and cope with shocks that arise from humanitarian emergencies or sudden loss of income. The Plan addresses the following four key dimensions: (a) protective social protection; (b) preventive social protection; (c) promotive social protection; and (d) transformative social protection. The Strategic Plan is gender-sensitive and is based on available gender-based data and information; it includes programmes that will have a significant, beneficial impact on girls and women.
The Plan seeks to eliminate hunger, food insecurity and malnutrition. Specific attention is given to food insecurity caused by disasters and the impact of climate change.
The Strategic Plan focuses on programmes that offer vulnerable groups relief from economic and social deprivation, and that reduce poverty (including rural poverty) and vulnerability. These programmes include ones that offer access to basic social services, the provision of social assistance, social insurance and public employment programmes.
The document recognizes that Myanmar is exposed to a wide range of natural hazards, because of the impacts of climate change. The Strategic Plan therefore seeks to increase the resilience of livelihoods to disasters. It incorporates a focus on preventing risks and shocks, as well as measures to mitigate loss of income after a shock. Preventive social protection includes access to basic social services, income security and diversification, employment opportunities, and health security. Point 121 deals with Disaster Risk Management and Social Protection.
