Abstract
Myanmar Second Short Term Five Year Agriculture Policies and Strategic Thrusts is a national sectoral policy prepared in 2016 with the vision to develop an inclusive and internationally competitive agricultural production system which is sustainable and supportive of nutritious food security, to uplift the socioeconomic life of rural people, and to contribute to national economic development.
Improvement of food security and nutrition is amongst the formulated objectives of this policy addressed mostly by a focus on production.
To make agriculture, forestry and fisheries more productive and sustainable efforts will focus on land use improvements allowing full property rights to all farmers; consolidating small scale farmers, livestock keepers and fishermen into groups or cooperative societies to modernize and improve performance of the entire sector using the newly gained knowledge and experience and in which women participation is enhanced; rural infrastructure improvements; technological and financial support through grants and loans from domestic and external sources for agriculture sector and production of high quality grain, meat and fish products for external markets. To reduce rural poverty, in addition to the interventions above, that promote secure tenure, equitable use and sustainable management of natural resources, the government will also work to ensure further social inclusion through full participation of all stakeholders in decision-making.
To enable more inclusive and efficient agricultural and food systems, efforts will focus on assisting the improvement and development of agro‐based and small scale industries; supporting cooperative enterprises to become more successful; supporting effective linking of different sectors, such as production, service, trade and consumer aiming at improving and developing the entire value chain. A research system for the agriculture, livestock, and fishery sectors will also be established at national level.
Increasing the resilience of livelihoods to disasters is another objective of the strategy. To mitigate losses and damages efforts will focus on acquiring new technology, capacity building for the concerned departments, and infrastructure projects. Further, conservation efforts towards natural ecological system will be strengthened to sustain increased utilization and mitigate soil and biodiversity losses.
Regarding governance, an e-government system will be applied to administer agriculture, livestock and fishery sectors and public requests will be handled through an One Stop Service.
