Abstract
The Myanmar National Biodiversity Strategy and Action Plan is a strategic plan including action plan for the years from 2011 until 2020. Its main objective is to provide a strategic framework for the sustainable and equitable use of biological resources and set up a detailed action plan for its implementation.
One of the objectives of the strategy is to increase sustainability of agriculture, forestry and fisheries with focus of improving sustainable food security. With this respect, it envisages conducting research on sustainable ways of food production, processing and utilization.
The strategy deals with increasing sustainability of agriculture, forestry and fisheries mainly through the prism of biodiversity conservation. The strategy includes provisions on the upscaling of conservation of agriculture, livestock and fishery biodiversity. The measures of the action plan include development of the appropriate sustainable farming systems, such as sloping agricultural land technology, practicing appropriate cropping patterns, and taking measures to implement them. The plan also envisages upgrading national seed bank, established by the Department of Agriculture Research, establishment of a livestock gene bank and initiating community-based fishery resource conservation and development.
The strategy implementation mechanism includes setting up a specific committee to oversee and monitor the actions under the plan. The thematic sub-committees shall be formed for enhancing intersectoral coordination among the government ministries and departments. For each of the government agencies responsible for implementing the biodiversity conservation strategy, a focal point for coordinating matters related to biodiversity conservation shall be appointed. While the Ministry of Agriculture and Irrigation and the Ministry of Livestock Breeding and Fisheries shall lead on the implementation of the strategy and action plan, the Ministry of Environmental Conservation and Forestry and NGOs shall collaborate with them to ensure more inclusive processes.
