Abstract
This Act consists of 241 Sections divided into 17 Chapters: Preliminary(I);The Municipal Constitution (II); Duties and Powers of the Corporation (III); Municipal Officers and Servants(IV); Municipal Property and Liabilities, Sections(V); Loans(VI); Revenue and Expenditure (VII); Municipal Taxation (VIII); Conveniences (IX); Public Health and Safety(X) ; Buildings and Streets(XI) ; General Provisions for the carrying on of Municipal Administration(XII) ; Punishment of Offences (XIII); Alteration of Limits of the City(XIV); Control by the President of the Union (XV) ; Schedules and Rules (XVI); Supplemental Provisions (XVII).
The Municipal Corporation of the City of Rangoon shall be the competant authority for carrying out the provisions of this Act. For the purpose of making provision for a supply of water proper and sufficient for public and private purposes the Corporation may (a) construct and maintain water-works, either within or without the City; (b) purchase or take on lease any water-work or any water or right to store or to take and convey water, whether within or without the City ; and (c) enter into an arrangement with any person for a supply of water. Chaper IX also includes provisions for: means for disposal of sewage, places for emptying of drains and disposal of sewag, rights of owners and occupiers of premises to carry drain through lauds belonging to other persons, etc. Chaper X contains provisions, among others, for: dangerous and offensive trades, licensing of sale of meat outside market, prohibition of establishment of slaughter-houses without permission, inspection of places for illicit slaughter of animals and seizure carcases so slaughtered; prohibition of sale of diseased animals or unwholesome articles intended for human food, adulteration of food, drink or drugs, etc.
