Abstract
These Rules are framed in the exercise of the power conferred by subsection (a) of section 29 of the Protection of Farmer’s Rights and Enhancement of their Benefits Law. They consist of eleven chapters: I. Title and Definitions; II. Determining a Small Plot; III. Formation of the Working Bodies and their Functions; IV. Research Works; V. Undertaking Measures to Get Agricultural Water and Transform Conventional Agriculture to Mechanized Farming; VI. Providing Inputs; VII. Granting and paying back Loans; VIII. Providing Assistance for Loss due to a Natural Disaster; IX. Taking Measures to get Reasonable Price and Market Access for Agricultural Produce; X. Emergence of Value-added Products; and XI. Miscellaneous.
Chapter II lays down the procedure to determine small plot in respect of farmland and livestock breeding. Chapter III provides for formation of working bodies by the Leading Body and their functions. Chapter IV requires the Leading Body to encourage and assist government departments and private organization to do research work on subjects mentioned therein. Chapter V makes provision for agricultural water, farm roads and activities for transforming conventional agriculture to mechanized farming. Chapter VI provides that the Leading Body and Working Body encourage and assist farmers in obtaining qualified seeds and farm inputs, seed production on farms, preventing counterfeiting, compensation for loss and damage of agricultural produce due to noncompliance with the standards. Chapter VII requires the Working Body to supervise and assist small scale farmers in respect of granting and paying annual, short term and long term loans.
Chapter VIII provides for procedure for assistance and aid to farmers whose agricultural produce and resources are lost and damaged, or must be destroyed due to a natural disaster. Chapter IX allows the Leading Body to take measures including forming Agricultural Produce Management Body to provide reasonable pricing and market access. Chapter X makes provision for production of value-added products. Chapter XI requires the relevant Ministry to take measures for certificates of Good Agricultural Practices, Good Animal Husbandry Practices and Good Aquaculture Practices.
