Abstract
This Law provides for institutional, governance and funding mechanism for effective implementation of development activities in rural areas. Chapter I contains the title and definitions. Chapter II lays down the objectives of the Law which include implementation of sustainable rural and socioeconomic development activities, enhancing capacity of people living in rural areas, and creating resilient rural communities in times of natural disasters. Chapter III establishes the Central Supervisory Committee and lays down its functions.
Chapter IV provides for formation of supervisory committees by the Central Supervisory Committee, and lays down functions of such supervisory committee. Chapter V contains the functions and powers of the Department of Rural Development, which include carrying out activities such as supply of drinking water, environmental sanitation, prevention of pollution, rural electrification, providing technical and financial capital for cottage industries, development of farm roads, and cooperating in rural development activities implemented by international organizations.
Chapter VI lays down the rights and responsibilities of people living in the rural areas. Chapter VII makes provisions for drinking water supply and environmental sanitation services. Chapter X establishes a revolving fund for activities such as job creation, subsistence farming for food security, creating resilient communities for disaster response. The people living in the rural areas may borrow revolving fund to carry out agricultural, livestock breeding and fisheries related activities. Chapter XII provides for offences and penalties against any person interfering in the implementation of the development activities provided in the Law and violation of any provisions thereof.
