Abstract
This Rural Development Strategic Framework is a sectoral policy document at the national level covering the period of 2014-2017. Aligning with MDG goals, the policy document has established the vision to improve socioeconomic life of rural populace and narrow down the urban-rural divides. The government has set up a development goal to reduce poverty to from 26% to 15% nationwide within 30 months.
The missions include: 1) addressing inclusive and sustainable rural development employing people-centered approach which aim to contribute the Nation’s ultimate goal of reducing poverty rate by 16% by 2015; 2) strengthening community based organizations, building capacity of local communities, nurturing good governance process; and 3) mitigation of natural and social disasters and creation of resilience communities. The policy document has further set the frame work for integrated rural development and five grand strategies for poverty reduction. Tactics are proposed under the Framework for Creating Rural Works for Poverty Reduction, including: Expansion of potable water supply and construction of flyproof latrines; Rural electrification with renewable energy; Conditional Cash Transfer; Creating seasonal jobs for food or wages; etc. Under the Framework for Planning Regional Development to Aid Rural Areas, proposed tactics include: Sustainable land - based economic development & natural resources management through protection of major watershed areas, biodiversity, land and fertile top-soil, pastures and free range, developing agricultural land and settlements, commercial forest plantation, micro irrigation works, establishing strain farms for livestock breeding, etc. The five grand strategies include: (1) Prioritizing and Implementing All-round Development Strategy; (2 ) Synergy of Development Intervention and Multiplying Impacts Strategy; (3) Sustainable Financing for Rural Development Strategy; (4) Effective Collaboration Strategy; (5) Good Governance Process for Progressive Rural Development strategy.
