Abstract
Mongolia’s Government Action Programme for 2024–2028, approved as Annex 1 to State Great Khural Resolution No. 21 of 2024, sets the agenda of the coalition government formed by the Mongolian People’s Party, Democratic Party and HUN Party. Based on Vision 2050, the New Revival Policy and the parties’ election platforms, it contains 620 objectives under 16 directions and four policy areas.
The Programme covers regional development, human development, economic policy and governance respecting human rights. It assigns specialized economic functions and differentiated tax policies to six regions, proposes Ulaanbaatar’s “20-minute city” model and satellite-city development, and provides measures for health, education, social protection, employment, housing, culture and sport.
The Programme identifies 14 major projects involving cross-border railways, power plants, renewable energy, water pipelines, mineral-processing complexes, an oil refinery, gold refining and a national satellite. It also addresses private-property protection, business and investment, agriculture, digitalization, environmental protection, anti-corruption, public administration, justice, foreign relations, defence, disaster preparedness and risk management.
