Abstract
The purpose of this Law is to protect human rights and freedoms, public and national interests, constitutional institutions, national and human security from criminal attacks and prevent crimes guaranteed by the Constitution of Mongolia.
The Law establishes the criminal legal framework of Mongolia, defining crimes, principles of criminal liability, and penalties. The general section sets out the legal principles, territorial and extraterritorial application, limitations, retroactivity rules, statute of limitations, and classifications of crimes. The special sections comprehensively list substantive offences and corresponding penalties, covering crimes against life and health, property, economic crimes (including fraud, tax offences and virtual asset offences), national security and terrorism, corruption and abuse of office, environmental harms, cultural heritage, and crimes against public order. Chapter 20 deals with public health/economic crimes, covering production or sale of harmful food (Art.20.14), violation of food safety standards (Art.20.15), etc. Chapter 24 details environmental crimes, including environmental pollution, illegal use of natural resources, damage to land (soil degradation, misuse, desertification), illegal disposal of hazardous waste, illegal hunting, illegal trade/use of wildlife, Habitat destruction / ecosystem damage, etc.
