Abstract
The objectives of the Program for contrasting climate change until 2015 sets forth the following objectives: (a) to increase soil moisture, yield of crops and pastures, water resources of rivers, lakes, ponds and reservoirs; (b) to reduce desertification, sand migration and soil erosion; (c) to support extinguishing forest fires that cannot be reached by people or equipment; (d) to ensure protection of crops from hail; and (e) to refine the method and technology of deliberately influencing the weather.
The Program will be implemented in the following stages: (a) First phase (2007-2008) - creating the structure, organization, and legal basis for the implementation of the Program, operating mobile weather radars and ground generators in areas that need to increase rainfall in the first place, establishing points and units to deliberately influence the weather in provinces where desertification is taking place, and providing equipment; (b) Second phase (2009-2012) - stationary weather radars, ground generators, and network units to deliberately influence the weather in a specific area and, in addition, at least 70% of the regions where desertification is taking place will have the capacity to increase rainfall; and (c) The third phase (2013-2015) - to conduct activities to deliberately influence the weather from the ground and from the air, so as to cover the entire territory of the country.
