Government of Mongolia Resolution No. 188 on Certain Measures for the Implementation of Laws.

Government Resolution No. 188 establishes institutional and organizational measures to implement Mongolia's animal health and animal genetic resources legislation and to support the development of the livestock sector. The Resolution reorganizes the National Livestock Gene Pool Centre from a state-owned enterprise operating on commercial accounting principles into a budget-funded state enterprise under the Ministry of Food, Agriculture and Light Industry, assigning it responsibility for the protection and improvement of the national livestock gene pool. It also places the State Central Veterinary, Sanitary, Drug Testing and Certification Laboratory under the authority of the General Authority for Veterinary Services.
The Resolution dissolves several existing state enterprises, including the Centre for the Introduction of Scientific Achievements into Agricultural Production, the Biocombinat enterprise, and the State Veterinary Drug Testing and Certification Laboratory, while establishing successor entities and reallocating functions. It directs the competent authorities to transfer assets, complete inventories and closing balances, approve organizational structures, staffing limits, budgets and business plans, and oversee the operation of newly established institutions. The Resolution also requires measures to strengthen cooperation between the National Livestock Gene Pool Centre and scientific and research organizations in order to improve livestock quality and productivity through the application of research results and advanced technologies. Finally, it repeals or revokes specified provisions of earlier government resolutions relating to livestock breeding institutions and laboratory structures.
