Abstract
National Program for Soil Protection and Land Degradation Reduction is a nationwide policy document aimed at reducing soil degradation and promoting soil restoration. The scope of this Program is to implement the operation and create long-term sustainable management of soil protection and improve the ecological and economic benefits of the soil.
The objectives of the Program shall be as follows: (a) protection of fertile soil, polluted and degraded, soil reproduction, improvement of the state of environment and protection of public health by rehabilitating depleted soil; (b) improvement of soil-related legal environment ensuring inter-sectoral coordination and strengthening public-private partnership; (c) improvement of methodology and standards related to soil degradation; (d) improvement of soil quality and ecological-economic assessment; and (e) intensification of soil protection and prevention of soil degradation.
Program implementation activities shall include: (a) 50 percent of polluted with chemical, biological and other toxic substances degraded, barren land with soil shall be taken under local special protection, and up to 20 percent of it shall be completely rehabilitated; (b) soil damaged due to natural hazards (wind, water) shall require implementation of agro-forestry melioration measures by planting shrubby plants, phytomelioration to protect pastures, and establishing protective forest strips in areas prone to landslides; (c) mapping of agricultural land and planning the use of mineral fertilizers with a view of reducing soil acidity; (d) significantly reduce the share of fallow and soil-depleting crops in the crop rotation system, and provide comprehensive support for the planting of perennial and other crops; and (e) introduction of environmentally friendly and advanced technologies, scientific achievements, and research results to reduce greenhouse gas emissions caused by land use and soil erosion.
