Abstract
National Program Mongolian Shepherd is a nationwide policy document regarding herdsmen engaged in animal husbandry for generations and represent a large social and economic stratum of Mongolia’s nomadic civilization, accounting for 19.4 percent of the country’s population living and working in pastoral households.
The influence of global climate change, trends in social and economic development, consumer demand, and the need to sustainably engage in animal husbandry production and to be environmentally friendly have increased the participation, role, and responsibility of livestock breeders. The period of implementation of the Program is 2020-2024.
The purpose of this Program is to provide information and guidance to breeders, improve their living conditions and social security, improve their productivity, income, and profit, and empower them.
Target group shall be Mongolian herdsmen spreading traditional knowledge.
The objectives of the Program shall be as follows: (a) launch of a campaign to raise awareness and provide information to herders, improve and develop their knowledge, experience, and capabilities, prepare young herders; (b) preparation of animals and animal-derived raw materials and products by creating quality value chain in supply system and activating breeders’ participation in the value chain; (c) increase of productivity, income and profit of breeders’ households; (d) promotion of pastoralist cooperatives, distribution of eco-incentives, credits to stimulate investment in projects and measures aimed at sustainable performance of environmentally friendly and responsible animal husbandry; and (e) improvement of living and working conditions in herdsmen’s communities.
The Program covers the following categories of breeders: (a) herdsmen over 16 years of age, forming the main family income through animal husbandry and keeping their own livestock during the four seasons of the year; (b) assistant herdsman tending animals owned by other person on the basis of a contract; (c) breeders and milkers who feed, take care of, and herd livestock of various breeds on the basis of a contract concluded with a person who owns animals in a fixed or semi-fixed farm; and (d) herdsmen's group or cooperative that has been organized on a voluntary basis and has mutually agreed and confirmed form of cooperation.
Program implementation activities shall include: (a) campaign to raise awareness and extension; (b) annual selection of the best herders in the field of animal husbandry; (c) exchange of experience between herdsmen and breeders; (d) professional training of herdsmen and breeders; (e) raising participation of pastoralists in dissemination of traditional knowledge; and (f) application of the issuance of professional licenses to herder.
