Abstract
Urbanization refers to the phenomenon of population concentration which has a major impact on human health. A city is a centralized settlement with at least 15,000 residents, the majority of whom work mainly in the industrial and service sectors, with developed urban infrastructure and its own management. A settlement land area with residents, infrastructure, developed sectors such as agriculture, industry, trade, services, and tourism, and its own management. In the last 10 years, the population movement towards cities and towns in Mongolia has increased dramatically. Due to urbanization, population density is increasing, and this is the leading cause of morbidity.
The centralization of Mongolia's population distribution and settlement system is one of the main reasons for the negative impact on rapid social development, and therefore the interaction between urban and rural population distribution and settlement is important. Special attention needs to be paid to addressing major policy objectives, such as creating a coherent and rational system, creating balanced territorial development, ensuring long-term sustainable development through reforming urban and rural planning, and creating cities and towns where the population can live healthily, safely, and comfortably.
Therefore, it is necessary to implement a program that includes activities to coordinate the participation and cooperation of citizens, communities, other sectors, and local government, administrative organizations, and civil society, reduce the negative environmental impacts of urbanization on citizens' health, create healthy and safe living conditions, and improve the accessibility and quality of health care and services.
The scope of this Program is to create a healthy and safe living environment and conditions for residents of cities and towns, based on cooperation, and to prevent, reduce, and eliminate negative factors affecting human health from urbanization.
The Program sets forth the following objectives: (a) create a supportive policy environment aimed at reducing the negative impacts of urbanization on human health; (b) establish a health surveillance system for the negative impacts of urbanization; (c) improve the safety, comfortable environment, and hygienic conditions of residents of cities and towns; (d) improve the knowledge and attitudes of urban and rural residents about healthy living, disease prevention, urban life, and culture; and (e) conduct an annual survey of migrants in urban and rural areas and ensure that migrants and unregistered citizens are included in civil registration quickly and without delay.
