Abstract
In the future, in order to intensify livestock production to a certain level, increase its productivity and efficiency, improve food supply and food security of the population, gradually reduce the import of animal-derived foodstuffs, increase domestic production and investment, and maintain and increase jobs, the private sector, it is necessary to support the proposals of professional associations and provide significant support by government policy to solve the problems facing the development of intensive animal husbandry.
The goal of the National Program for Support of Intensified Livestock Husbandry as part of the government policy to support food and agricultural production, regional development and diversification of livestock production, stabilization of food supply and access to population, reduction of import of certain types of animal products, support of export, preservation and increase of jobs for intensive farmers, is to improve their investment and economic benefits.
The objectives of the of the Program shall be as follows: (a) development of cluster and logistics network services by zoning and diversifying intensive business activities; (b) reduction of import of some types of livestock and animal products, promotion of exports and protection of domestic production; (c) increase of the number of productive breeding animals and improvement of the production and supply of milk, meat, eggs, honey and other raw materials and products for consumption by urban population; (d) step by step implementation of intensive agricultural technical and technological innovations, increasing productivity and efficiency; (e) reduction of the seasonal dependence of meat and milk supplied to processing plants and ensure safety through registration of foodstuffs; and (f) supporting the initiatives and investments of intensive livestock producers with long-term discounted loans and tax policies.
The following measures shall be implemented within the framework of the Program: (a) step-by-step reduction of imports of liquid milk, dairy products, frozen beef, eggs, pork, poultry, fat, and honey; (b) improving the level of intensive production and technology of dairy cows, increasing the number of fertile cows, implementing measures to expand the scale of artificial insemination, increasing domestic liquid milk production and processing and reducing the import of dairy products by up to 30 percent; (c) support the intensification of cattle and sheep husbandry technology for meat, introduce efficient animal fertilization methods and technologies in accordance with the meat export policy, increase the amount of meat production, completely cancel the import of frozen beef, and increase meat exports by up to 30 percent; (d) improving the technology level of poultry farming; (e) support of large and medium pig farming by supplying feedstuffs with a view of reduction of pork import by 15 percent.
