Abstract
The Three Pillars Development Policy was developed in line with the Global Sustainable Development Goals (2015-2030), Mongolia's Sustainable Development Vision-2030, the Government's 2016-2020 Action Program, the Economic Recovery Program, and the Development Path Program.
The goal of the three-pillar development policy is to strengthen a just, disciplined, accountable, and stable state system, enhance economic competitiveness through integrated policies, and improve the living standards of citizens.
Policy objectives in the food, agriculture and light industry sectors: (a) develop the agricultural sector as a leading sector of the economy and provide citizens with healthy and safe food; (b) develop agricultural processing industry in line with international standards and become a food exporting country; and (c) launch the 4th industrial revolution. Policy objectives in the field of poverty reduction policy: (a) reduce poverty through job creation through public-private partnerships; (b) improve social welfare management and efficiency to deliver social welfare services to citizens quickly and efficiently; (c) implement activities that ensure cross-sectoral coordination to reduce unemployment; and (d) provide tax and non-tax support for job creation.
The measures to be adopted within the policy scope and objectives shall include: (a) while preserving and enriching traditional livestock farming practices and knowledge, identify and develop regions for the development of intensive farming in combination with them as clusters; (b) creating a zone free from infectious animal diseases and capable of maintaining a stable status; (c) regionalization and improvement of veterinary laboratories; (d) increasing domestic production of veterinary drugs and biopreparations by supporting biotechnology production; (e) creating economic incentives to align livestock numbers with pasture carrying capacity, maintaining appropriate livestock species ratios, and creating appropriate herd structures; (f) establishing regional animal feed factories, providing financial support for their operations, and increasing safe fodder resources; (g) taking full control of livestock registration and movement, improve the quality standards of animal-derived raw materials, and develop a system to trace the origin; (h) promoting crop insurance; (i) supporting potato and vegetable farmers through sales; (j) ensuring product hygiene by introducing good hygiene and production practices in all stages of food raw material preparation, processing, storage, transportation, and trade; and (k) improving the nutritional quality of food and reduce malnutrition by promoting proper nutrition.
