Abstract
The mission of the National Program for Combating Desertification and Freezing Weather is to combat desertification and freezing weather, reduce desertification, and prevent land degradation by ensuring environmental balance and helping local communities affected by desertification with a view of improving livelihoods.
In order to achieve this mission, the following priorities are defined: (a) organizational capacity building; (b) improvement of the legal framework; (c) expanding the range of scientific and technological knowledge, and education; (d) increasing investment; (e) public participation in policy formulation and decision-making, also by ensuring cooperation between local administration and citizens; and (f) cross-sectoral cooperation.
The objectives of the National Program shall be as follows: (a) formation of financial, technical and technological resources necessary to combat desertification and freezing weather; (b) expanding cooperation with international organizations and foreign countries; (c) monitor and evaluate trends in desertification and land degradation; and (d) application of traditional knowledge and new methods to combat desertification and freezing weather.
Expected results: (a) creation of unified national database on desertification, drought, land degradation and freezing weather; (b) establishment of a national monitoring network; (c) prevention of long-term adverse climate and weather events; (d) organization of a network of nationally protected areas of special importance to prevent desertification; and (e) organizing and implementing sustainable grassland management and creating an optimal structure of herds suitable for grazing capacity.
