Abstract
This Methodology for estimating the cost of rehabilitation due to mining activities that business entities and organizations that are holders of mining licenses shall consider before the commencement of the mining project the preliminary estimation of the amount of work to be undertaken and the required costs in the reclamation and feasibility study. Reclamation shall be considered as an integral part of the mountain work, and the mining license holder will reflect the annual mining plan and financial plan. The total area damaged by mining activities will include all mineral resources exploration and mining, construction of mine facilities, works, refineries, tailings and other activities. Facilities subject to rehabilitation: (a) the main facility (pit mining groundwater, underground mine space, soil and sediments, lakes, ponds); (b) auxiliary facility (repair shop, garage, storage facilities); (c) infrastructure (roads, plots, engineering lines, mining villages etc.); and (d) other. Rehabilitation costs shall include: (a) various materials required for soil improvement (manure, straw, peat, and soil stabilization fluid), fertilizers, chemical reagents; (b) energy and water use costs; (c) topsoil and soil treatment; (d) agrochemical treatment; and (e) biological reclamation, including costs for re-planting vegetation.
