Law on Administrative Offences.

This Law on Administrative Offences establishes Mongolia’s legal framework for administrative offences and sanctions. It defines violations of laws and administrative regulations, principles of legality and justice, territorial application, limitation periods, liability rules for individuals and legal entities, and procedures for imposing penalties and coercive measures. The Law aims to strengthen justice and legal order by establishing accountability for unlawful acts and omissions and by defining sanctions and enforcement mechanisms.
More specifically, the Law establishes types of penalties, including fines, public service work, detention, and deprivation of rights, together with rules on confiscation, compensation, compulsory treatment, and corrective measures. The Special Part classifies offences across regulatory sectors, including public order, safety, family violence, chemicals management, transport, environmental protection, and other administrative areas.
Regarding to chemicals management, the Law establishes offences relating to unlawful production, storage, transport, use, trade, disposal, or handling of chemicals and hazardous substances, including breaches of licensing, safety, reporting, or control requirements. In terms of environmental protection, it establishes administrative liability for activities causing environmental harm, pollution, illegal use of natural resources, unlawful waste disposal, land degradation, and breaches of environmental protection obligations. In addition, it provides sanctions and enforcement mechanisms to support environmental compliance. Food safety and quality are also covered through administrative liability provisions. The Law establishes sanctions for violations affecting the safety, hygiene, quality, and lawful handling of food products, together with enforcement mechanisms and oversight responsibilities for competent authorities.
