Abstract
The purpose of this Law shall be to regulate the relations in connection with the establishment of the National Sovereign Wealth Fund, determination of its type, purpose and source, ensuring the stability of fund assets, reporting and monitoring its activity in order to fairly and equitably distribute benefits from land subsoil wealth to each citizen of Mongolia in current and future generations.
The Law defines the fund as a system composed of three components—Future Heritage Fund, Accumulation Fund, and Development Fund—each with distinct functions related to long-term savings, citizen benefits, and financing development projects. It sets out sources of revenue, including mining royalties and dividends, and establishes governance mechanisms involving the Parliament, Government, and central administrative bodies. The Law also provides rules on asset stability, allocation, reporting, transparency, and public oversight to ensure accountability and effective management.
Further more, the Law mandates reporting (half- and full-year reports), external audit, public disclosure, and state audit in accordance with the Law on State Auditing. It also prescribes liabilities for violations under public service law and the Criminal Code.
