Abstract
The purpose of this Law is to regulate relations regarding the protection of the traditional livestock sector from the negative impacts of climate change and the adoption of measures to reduce the risks faced by herders under special procedures. This law shall serve to support herders' cooperatives in order to protect traditional livestock farming from the negative impacts of climate change, overcome disaster risks with minimal damage, and increase the risk-bearing capacity of herders. The following principles shall be followed in implementing measures to protect traditional livestock farming from the negative impacts of climate change and reduce risks: (a) create conditions for protecting the legitimate interests of herders and ensuring the enjoyment of their civil rights; (b) combining scientific and technological achievements, traditional heritage, culture, and practices in animal husbandry and pastoral life; (c) aim for sustainable development of livestock farming that is adapted to climate change and capable of bearing risks; (d) relying on the suggestions and initiatives of the herders; and (e) relying on citizen and public participation. A herdsman has the following rights and responsibilities: (a) support the establishment, goals, and activities of cooperatives within the framework of sustainable livestock production and join a herders' cooperative; (b) expand production and increase efficiency by increasing the quality and productivity of livestock; (c) regularly improve one's knowledge, experience, skills, and methods, participate in training, and obtain information and advice; (d) maintain the livestock population at an appropriate level in accordance with the carrying capacity of the pasture; and (e) provide winter and spring preparation in accordance with the livestock population, and cultivate fodder plants on derived soil mixed with winter and spring livestock manure. Any person or legal entity that violates this Law shall be held liable as provided for in the Criminal Code or the Law on Offenses.
