Abstract
The scope of this Law shall be to regulate formation, storage, transportation, replenishment and financing state reserves. State reserve shall be intended reserve for the purpose of maintaining social and economic stability, providing national security and the protection of the population, and for the purpose of using it in accordance with the terms and conditions specified in this law, such as disasters, economic difficulties and war. Contractor depositary shall be intended business entity or organization implementing duties on a contractual basis based on contractual obligations to retain and revise technology according to the specifics of storage of resources. Supply of materials to state reserve shall be used for the following purposes: (a) to mitigate the consequences of disaster; and (b) to support the balancing of demand and supply of some commodities in the market for the purpose of ensuring stability of the national economy. This Law consists of IV Chapters divided into 19 Articles. Chapter I lays down general provisions. Chapter II regards formation of state reserve and its management. Chapter III establishes powers of state body in the field of purchase of commodities for state reserve and management thereof. Chapter IV contains miscellaneous provisions.
