Abstract
Mongolia’s National Adaptation Plan to Climate Change outlines a comprehensive strategy to address the impacts of climate change, with clearly defined Objectives, Targets, and Measures across critical environmental, social, and economic sectors. The NAP’s primary goal is to build resilience and enhance adaptive capacity, mitigating vulnerabilities and improving readiness for climate-related disasters through coordinated and multi-sectoral efforts.
The goal of NAP is to enhance the capacity of Mongolia’s environmental, social, and economic sectors to adapt to climate change, strengthen resilience against natural and weather-related disasters, and reduce vulnerability and associated risks. This goal is realized through 15 Targets, consisting of 2 cross-cutting targets and 13 targets across 8 priority adaptation sectors, resulting in 99 specific actions.
Key highlights include: (a) strengthening policy and institutional support: establishing the legal and policy basis for climate adaptation and capacity-building among stakeholders. (b) resilient ecosystem management: enhancing adaptive capacities in biodiversity, land, and water systems through restoration and sustainable resource use; (c) improving livelihoods and social welfare: Building adaptive capacity within the livestock and agricultural sectors while focusing on health systems and social protection to address vulnerabilities of at-risk populations; and (d) disaster preparedness and early warning systems: reducing risks through multi-hazard monitoring, early warning systems, and disaster-resilient infrastructure.
The measures for reducing the adverse effects of weather and climate-related disaster encompass: (a) early warning systems; (b) disaster preparedness; (c) resilience to long-term catastrophic events; (d) resilience to recurring or severe, destructive disasters; (d) comprehensive risk evaluation and management; (e) risk insurance; (f) adaptation to non-economic losses; and (g) capacity of diverse socio-economic strata, their livelihoods, and ecosystem potential.
