Abstract
This Mongolia’s National Strategy and Action Plan for REDD+ (NSAP-REDD+) serves as a policy document to guide the implementation of REDD+ in Mongolia over six years between 2020 and 2025. The goal of the NSAP-REDD+ is to strengthen Mongolia’s forest sector to promote the sustainable management, utilization and protection of forests in a strategic manner in order to reduce deforestation and forest degradation and to contribute to Mongolia’s green and climate-adapted development. The NSAP-REDD+ aligns with national policy instruments (State Policy on Forest, Green Development Policy, Sustainable Development Vision 2030) and international obligations and processes under the UNFCCC and the Paris Agreement.
The significant causes of forest degradation in Mongolia are anthropogenic forest fires, pest insect infestations, unsustainable logging, and grazing. The NSAP-REDD+ is structured around four strategic policy areas: (1) reduce emissions from deforestation and forest degradation by tackling forest fires, insect pests and illegal logging through prevention, monitoring and enforcement; (2) enhance forest carbon stocks through afforestation, assisted natural regeneration, improved seedling production, thinning and sustainable harvesting practices; (3) deliver REDD+ co-benefits by increasing climate resilience, conserving biodiversity (including saxaul forests) and supporting rural livelihoods and agroforestry; and (4) operationalize REDD+ design elements and establish institutional arrangements. Each area contains specific measures and actions, with quantified targets for area restoration, reductions in emissions and degradation, and socioeconomic outcomes.
