Abstract
This Regulation establishes the procedure for accounting and registration of surface water abstraction points and groundwater abstraction points related to registration and reporting available quantity of water resources, quality, condition, utilization and discharge of waste water related to surface water and groundwater within the territory of Mongolia. The purpose of water accounting and registration shall be to ensure the balance of surface and groundwater resources established in the area, to prevent exhaustion, depletion and pollution of water resources, to ensure protection and rehabilitation thereof, with a view of supply of the population with water complying with hygienic requirements, prevention and mitigation of the disaster, and planning of measures to coordinate water utilization and allocation. Water inventory shall be organized in accordance with the established procedure by the regional bodies of Environmental Agency and Water Authority and information and data shall be inserted in consolidated reports. Water inventory is a component of the national water database, which includes data related to: (a) water resources; (b) water use; and (c) water basin record number. National water inventory shall be conducted by Water Authority once in 4 years.
