Abstract
This Strategy defines the activities, results to be achieved, and goals to be implemented over the next five years and in the medium term until 2030 in order to develop and improve the coordination of state-owned veterinary laboratories operating at the local area, district, capital city, and national levels. It will serve as the basis for investing in laboratories at all levels of veterinary medicine, providing various forms of support, implementing projects and programs, and annual planning of activities.
The projected activities include improvement of sanitary, engineering, technological and organizational measures in veterinary laboratories and application of risk assessment practices. The Strategy states that some of the existing equipment in the provincial veterinary laboratories needs to be repaired, especially equipment related to the bacteriology, serology, and molecular biology, and laboratories need to be upgraded.
The laboratories included in the network of veterinary laboratories are divided into four levels depending on the scope of activities. The first tier includes primary veterinary laboratories operating at the local and district levels, affiliated laboratories at meat processing plants, shopping malls, food markets, stores, and other organizations; the second tier includes integrated laboratories operating within the provincial level and capital city, specialized diagnostic and testing laboratories; the third tier includes integrated laboratories operating at the regional level; and the fourth tier includes integrated laboratories operating nationwide and specialized reference laboratories in any field.
The goal of the Strategy is to establish a standard service of veterinary network laboratories through the introduction of prompt, reliable, quality and management systems.
The expected outcome is to develop the necessary technology transfer and training systems in order to make veterinary laboratory activities uniform and transparent; to streamline veterinary diagnostic activities to protect food safety and public health; to introduce advanced management and financing solutions and create a network of independent laboratories; to improve the flow of information from the Veterinary Laboratory Network (VLN) and enable its effective use in disease control and prevention.
