Abstract
The purpose of this Regulation is to regulate relations related to the inspection by the flag owner state of whether the ship and crew members registered in the Mongolian ship registry meet the requirements of international agreements, conventions, and laws. The state inspector appointed by the Maritime Administration shall carry out the inspection following the established procedure. Inspectors shall have free access to seaport borders, customs, and ships flying the flag of Mongolia. A ship registered in the Mongolian ship register must carry the following certificates on board: (a) registration certificate; (b) safety certificates of crew members; (c) radio communication certificate; (d) certificate of record of ship’s name and call number; (e) certificate of seamanship; and (f) technical certificates. If a ship registered in Mongolia's ship register does not fully comply with international agreements, conventions, laws and regulations on maritime safety and pollution prevention, or violates any requirements, the flag state may detain the ship.
