State Policy on Forestry (2016-2030).

State Policy on Forestry (2016-2030) is a nationwide sectoral policy document governing relations in the field of protection, management and restoration of forest resources for human well-being in line with Mongolia's comprehensive economic, social and environmental development policy and green development policy. The document defines principles and objectives in the aforesaid sphere. State Policy on Forestry has been defined in order to have healthy forests that meet the needs of citizens in timber and non-timber forest products, to improve forest ecosystem services and to increase the forest fund.
The purpose of forest policy is to maintain the balance of Mongolia's forest ecosystem, to stop deforestation and degradation, to increase the forest cover area through reforestation and afforestation, and to establish sustainable forest management aimed at proper and sustainable use.
Implementation of state forest policy shall be based on the following principles: (a) increase of forest cover area by increasing the amount of forest rehabilitation and afforestation; (b) preservation and protection of forest biodiversity; (c) increase of forest viability and productivity; (d) increase of ecological, economic and social significance of forests; (e) improvement of forest policy, legislation, structure and organization of forest institutions; (f) organization of rational and sustainable use of forest resources; and (g) improvement of national capacity for the prevention of forest and steppe fires, pests and diseases.
Policy implementation objectives shall be as follows: (a) forestry protection measures for the prevention of forest fires; (b) international cooperation to prevent cross-border forest fires; (c) prevention of illegal logging; (d) increase of public participation in forestry protection measures; and (e) regular monitoring of increase and decrease of the number of pests.
The aforesaid objective shall be achieved within the framework of the policy to increase the forest cover area by rehabilitating and afforesting areas, growing seedlings and saplings, increasing the amount of good quality seed production, improving methods and technologies, and creating real forest management capacity.
