Abstract
The present Regulations provide for the implementation in Malta of a scheme for greenhouse gas emissions allowance trading within the European Community with a view to promoting reductions of greenhouse gas emissions (those listed in Annex 2). The activities mentioned in Annex 1 may be carried out only upon previous issue of a permit by the Malta Environment and Planning Authority. Annex 3 sets out criteria for National Allocation Plans. Annex 4 lays down principles for monitoring and reporting, whereas Annex 5 lays down criteria for verification.
