Abstract
The purpose of these Regulations is to enhance ship and port security by meeting the obligations of Malta arising from the International Convention for the Safety of Life at Sea (SOLAS). These provisions have been adopted by taking into account Regulation (EC) No. 725/2004 on enhancing ship and port facility security. Regulation 3 defines the application scope and indicates the ships and ports covered by these provisions. The Malta Maritime Authority shall be responsible for the implementation of the Regulations. Its functions and duties are described under regulation 6. Regulation 8 establishes the Maritime Secutiry Committee. Further provisions deal with duties of masters of ships as regards declarations of security (reg. 13), the certificate to be held on board (reg. 19), and the information to be provided prior to entry to a port facility (reg. 20). Regulations 21 and 22 regard controls and inspections of ships.
