Abstract
This Act, that counts 45 articles divided in 5 parts, addresses, promotes and protects health. While the whole first part is fully dedicated to the interpretation of the Act, the second part sets up rules concerning the administration of the act, entrusted to a Superintendent, focal point of all public health's issues, whose functions and powers are detailed in this part and further in the document, along with his power to delegate or to exempt from the application of the act. The third part of the act establishes the powers to make regulations on matters related to public health, partially recognized also to the Minister after consultation with the Superintendent. The fourth part is dedicated to the prevention and the control of disease and describes all the instruments that the Superintendent has at his disposal in order to limit the spreading of a notifiable communicable disease, addresses epidemics and health emergencies. This part also sets out the obligations resting on people on this regard, including on medical practitioners. The fifth part of the act regulates legal proceedings foreseen against people contravening any of the provisions of the Act. This act constitutes a framework law for all adopted measures on COVID-19.
