Abstract
In addition to the measures laid down in the Waste Management (Permit and Control) Regulations of 2001, these Regulations provide rules which aim at preventing the production of packaging waste and at the reuse, recycling and other forms of recovery of packaging waste, in order to reduce waste disposal. For the present purposes, “packaging waste” means any packaging or packaging material covered by the definition of waste given in the e Management (Permit and Control) Regulations of 2001, production residues being excluded.
Producers shall import, manufacture, supply or use packaging material and packaging only if it complies with all the essential requirements hereby prescribed. In particular, regulation 5 establishes concentration levels of regulated metals in packaging. Regulations 23 and 24 concern offences and penalties respectively. Schedule 1 defines the essential requirements on the composition and the reusable and recoverable, including recyclable, nature of packaging. Schedule 2 specifies the data to be included by the competent authority in its database on packaging and packaging waste.
