Abstract
These Regulations, made by the Central Water Board with the approval of the Minister under section 16 of the Ground Water Act, provide rules for the abstraction and use of groundwater and the metering of water used by the Central Water Authority. Every person who wishes to abstract ground water from a property shall make a written application to the Authority in the form set out in Part A of the Second Schedule. The Authority shall, in determining whether to grant an application for a ground water licence, consider any objection made and may issue a ground water licence, subject to such conditions as it considers fit. The Authority may, where the public interest so requires, abstract ground water from the property in relation to which it has issued a ground water licence. Every licensee shall set up a meter and and measure the volume of ground water abstracted and keep daily records on water abstracted. The Authority shall calculate the monthly metered water consumption and bill the licensee accordingly. The licensee shall pay the appropriate monthly water charge specified in Part B of the First Schedule.
