Abstract
This Roadmap and Action Plan introduces the Circular Economy paradigm providing an opportunity to review the production and consumption model and to create business avenues, green jobs and generate social and economic wealth. 2033. The objective of this roadmap and action plan is to support the transition from a linear economy, generating dependencies and vulnerabilities, to a circular and resilient economy.Therefore, the Roadmap and Action Plan presents a vision, defines objectives and targets, has a clear strategy and includes concrete actions in focus areas that can accelerate the transition. In addition to waste management, which is commonly seen as the entry point to adopting Circular Economy principles, the following economic sectors are included in the document: agri-food; construction and real estate; consumer goods; and mobility and logistics. This Roadmap's vision aims, by 2050, at embedding circular economy in the culture of the country, generating sustainable production and consumption patterns in all levels of society, driving the regeneration of nature, positively impacting the lives of people and the environment and promoting the creation of green jobs and opportunities for people and organisations.
The Roadmap establishes eight long term goals and indicators to guide and evaluate progress in the transition: 1) increased productivity; 2) generation of municipal solid waste; 3) total amount of waste generation; 4) reduction of food waste; 5) recycling of plastic packaging; 6) diversion of waste from landfill; 7) national recycling rate; 8) value added at factor cost and jobs generated in circular economy sectors. The Roadmap also identifies strategic pillars to achieve its goals, including sustainable production, sustainable consumption, better waste management and recycling, circular business models and innovation. Furthermore, the Roadmap describes 80 actions in the priority focus areas and in cross-cutting areas to enhance the transition towards circular economy, including: registration of farmers; implementation of bio-wastes management; expanding land access to farmers using sustainable and regenerative agriculture practices; developing minimum environmental criteria for circular procurement in public buildings and infrastructure; developing technical standards to facilitate the use of recycled construction materials; creating a platform on circular economy for consumer goods; increasing technical standards for secondary raw materials and recycled content measures; enhancing governance and regional and international cooperation on the circular economy; creating a policy on circular public procurement.
