Abstract
This Three Year Strategic Plan is an annual rolling Plan, formulated on the basis of the longer term Vision 2030, within a clear strategic framework for each Ministry, that covers all economic and social sectors grouped in 21 chapters, focuses on the government’s top priorities, and includes the Public Sector Investment Programme for the period 2018/19-2020/21. The Strategic Plan focuses on the following priority areas: accessible and inclusive education for all; increasing the percentage of electricity produced from local renewable energy sources; gender mainstreaming and eliminating gender gap; improving land drainage, and turning flood prone zones into flood free areas, through the maintenance and cleaning of existing drainage infrastructure, rivers and canals; eradication of absolute poverty and reduction of inequality; improving youth employability. Concerning agriculture, the Strategic Plan aims at achieving the objectives of increasing productivity of agricultural land, export revenue, local production of healthy foods; improving environmental sustainable practices; and enhancing eco-tourism through preservation of the country’s unique biodiversity. Targeted measures include: improvement of food security levels; promotion of sustainability of sugarcane industry; improvement of quarantine activities and phytosanitary border controls.
The Strategic Plan also concerns the ocean economy, whose aim is the conservation and sustainable use of ocean and marine resources. The ocean economy’s activities include: fisheries and aquaculture; shipping and maritime transport; coral farming and rehabilitation; coastal and marine tourism; use of marine renewable energy; offshore extractive industry; continental shelf and maritime zones administration and exploration; capacity building in the maritime sector. Further areas of interest covered by the Plan include: public health services improvement, with affordable and universal access to high quality care for the population; provide all the families with decent, affordable and safe housing and land development; improvement of social protection measures; ensuring energy and water security, safe disposal of wastewater, peaceful use of nuclear technology and ionising sources, strengthening protection of the people and the environment against harmful effects of radiation; building resilience to climate change effects and improving environmental performance through sustainable development; reducing coastal erosion; promoting sustainable solid waste management; implementing an effective disaster risk reduction and response strategy.
