Abstract
There is established a Town and Country Planning Board under section 3. Where in respect of any area the Board is of the opinion that an outline scheme should be made in respect of that area and makes representations to that effect to the President, the President may, after consultation with the local authority concerned, by Order declare that the area specified in the representation shall be a planning area (sect. 6). The local authority shall be the sole authority empowered to grant a permit for the development of land (sect. 7). Where an Order declaring a planning area has been published under section 6, the President may, on the recommendation of the Board and after consultation with the local authority concerned, appoint a planning committee for that planning area (sect. 10). The Board shall, in respect of any area declared a planning area under section 6, prepare, in consultation with the committee and subject to the Minister's approval, an outline scheme in respect of the area or part of it (sect. 11). As soon as an outline scheme has been brought into effect the committee may prepare in respect of any part of the planning area a detailed scheme or may adopt with or without modification any detailed scheme proposed by the owner of any land within the area (sect. 16). Remaining provisions deal with appeal, enforcement, liability of Board members, and prescribe penalties.
