Community-Based Disaster Risk Reduction (CBDRR) Framework.

This Community-Based Disaster Risk Reduction Framework is a nationwide sectoral document that outlines the standard process that will be followed across the country in order to achieve effective, efficient and sustainable programs at the community level that would reduce local vulnerabilities and empower the communities to take responsibility for their own well-being, in other words it aims at reducing vulnerabilities and strengthen people’s capacities to cope with hazards. Strategies for putting in place the CBDRR are (i) institutionalize the implementation of risk reduction activities at the national level in order to ensure sustainability; (ii) mainstream disaster risk reduction into local development planning process; (iii) strengthening the key elements that enable a conducive environment for large scale CBDRR activities; and (iv) strengthening financial resources and budgetary allocation specifically for CBDRR at the local and national level.
The resilience of livelihoods to disasters will be increased by (i) formulating a system to rank the most disaster resilient or active islands; (ii) encouraging existing representative organizations to undertake the roles of community disaster risk reduction; (iii) building human capacity for CBDRR; (iv) promoting informal multi-stakeholder networks for ‘disaster reduction’; (v) promoting long-term behavior change among children and the younger generation through school activities topics including ‘island sustainability’; and (vi) conducting campaign activity of traditional and local coping mechanisms for disaster risk reduction, and promote during CBDRR implementation.
As for the Governance, the National Disaster Management Center (NDMC) has an oversight responsibility for CBDRR across the country. Island-level implementing agencies will report progress and outputs to Focal Points in the Island, City, and Atoll Councils. Councils will report progress and outputs to NDMC.
