Abstract
Integrated National Nutrition Strategic Plan 2013-2017 is a multi-sectoral plan which addresses the main challenges in the area of nutrition, food safety and food security. The key sectors responsible for implementing this plan are Trade, Fisheries, Agriculture, Health, Education, Social protection, National Planning and private sector engaged in food production, processing, supply and trade.
To help eliminate food insecurity and malnutrition the policies of the agriculture sector are two-pronged- they will address access to nutritious food and production increase. The policies to facilitate easier access to nutritious food include developing national minimum requirements of food basket and national guidelines on diet, defining maximum retail price of items of national food basket and maintaining price control, providing food subsidies for the food basket for poor families, supporting cultivation of home vegetable gardens for family consumption; support for community based organizations to cultivate products of national food basket; strengthening food quality control system; and developing an integrated food borne disease surveillance system.
The policies focused on production include: strengthening commercial agriculture to reduce reliance on imported food and attain food security; facilitating the availability of agricultural inputs and accessibility to appropriate and environment friendly technology to promote sustainable agriculture farming systems; developing systems, networks and physical infrastructure for strengthening marketing and trade of agriculture produce and to encourage commercial agriculture; strengthening the institutional capacity to support the growth of agricultural sector. On the fisheries sector the policies include the expansion of the scope of the fisheries sector in the economy and diversification of fish and marine products in a sustainable manner; facilitation of business development, trade and export promotion in fisheries; and promoting research in fisheries and introducing fish breeding and productivity. These policies are mainly focused on production increase. As such, their implementation will produce crosscutting results that will also make agriculture, forestry and fisheries more productive and sustainable and enable more inclusive and efficient agricultural and food systems.

Regarding governance the National Food and Nutrition Council has been established as the lead authority to administer the preparation and and implementation of nutrition policies programmes with the involvement of the relevant sectors. Two tasks groups under the council are set up to provide technical input: The Planning and Monitoring task group is responsible for developing budget action plans for food and nutrition programmes, monitor the progress of the programmes being implemented and collect food and nutrition statistics; and the Enforcement and Standards task group responsible for creating awareness among general population and service providers regarding food safety standards, and monitoring the enforcement of food standards and laws.
