Abstract
The Fifth Tourism Master Plan 2023-2027 (Plan) provides the vision, policy priorities, and strategies for the tourism industry and the government of Maldives. It consists of six chapters: 1. Maldives Fifth Tourism Master Plan; 2. Tourism Industry; 3. Tourism’s Importance; 4. Vision for Tourism; 5. Tourism Receipts Target; and 6. Priority Goals for Tourism.
Chapter 1 provides a brief background to the Plan and states that it focuses on the long term, addressing existing challenges, community expectations, new opportunities, and emerging trends to ensure the industry is resilient, innovative, and competitive. Chapter 2 contains information regarding the tourism industry in Maldives including tourist data. Chapter 3 highlights the importance of tourism for Maldives and its impact in the past few decades. Chapter 4 lays down the vision for tourism industry that is to lead the world in sustainable tourism. It states that the Plan addresses priority areas of the tourism industry and includes business environment, human resource development, environment conservation, information and communication technology, social and cultural environment, safety and security, and the legal environment. Chapter 5 mentions the targets for the tourism receipts to be achieved by 2027.
Chapter 6 provides 15 priority goals in order to realise the vision for sustainable tourism and each goal further contains strategies. The goals are as follows: 1. Maximise the benefits of tourism to all atoll communities; 2. Communicate the full potential of Maldives to existing and new audiences; 3. Offer new products and experiences; 4. Build climate resilience and protect natural assets; 5. Enhance energy security and achieve net zero emissions; 6. Provide outstanding transport services; 7. Attract and retain a world-class tourism workforce; 8. Accelerate investment and innovative finance; 9. Regulatory reform to make it easier to do business; 10. Accelerate 360 digitisation; 11. Whole-of-government prioritisation of tourism; 12. Advance data analytics and insights; 13. Strengthen health, safety, and security systems; 14. Establish transformational tourism industry standards; and 15. Ensure tourism is accessible for all.
Goal 1 focuses on spatial development, investment financing plan, critical development needs of local islands such as water supply and sewerage, tax incentives for green solutions, promoting sustainable local seafood and organic agriculture. Goal 3 involves setting food quality and safety standards. Goal 4 focuses on aspects such as coastal management, climate change resilience, area–based conservation measures, management of marine-protected areas, coral reef ecosystems, climate financing and waste management. Goal 5 aims to increase energy efficiencies, expand renewable energy systems, provide incentives, public–private partnerships in tourism transport.
