Abstract
The Maldives National Framework for Management of Protected and Conserved Areas (Framework) provides a strategic direction for the effective management of Marine Protected Areas (MPAs) and Other Effective Area-Based Conservation Measures (OECMs), collectively referred to as Protected and Conserved Areas (PCAs). The Framework outlines management goals and priorities and provides overarching guidance on management principles and tools. It aims to ensure that sites are managed in a consistent and integrated manner, aiding decision making, streamlining and strengthening enforcement mechanisms, whilst building resilience.
The threats to Maldives’ marine environment is discussed which includes climate change, pollution, coastal modification, overexploitation of marine resources, invasive alien species and mangrove reduction. The drivers for designation and identification of PCAs include international commitments and national policies including duties under the constitution and relevant legislation. The governance structure for management of PCAs in Maldives is described which include various Ministries, government agencies, local government and non-government organizations. ALL PCAs in the national network will be guided by principles such as ecosystem approach, adaptive and evidence-based management, precautionary principle, sustainable development, collaborative engagement and equitable management.
The strategies for management planning of protected areas is set out and the important steps include stakeholder engagement, application of IUCN green list standard, other tools based on specific PCA requirements such as code of conduct for tourism, environmental impact assessments, permits and licences, and zoning. In terms of enforcement, the principals of inform, educate and enforce will be adopted and further supported by ensuring processes are fair and transparent, consistent, review of outdated legislations, and adoption of Intelligence-Led Risk-Based Enforcement. On the monitoring and evaluation front, management plans will undergo a comprehensive review and a Protected Area Management Effectiveness evaluation at least every five years to be completed in collaboration with stakeholders and other interested parties.
