Plant Protection Act, 2011 (Act No. 12/2011).

This Act provides for protection of plants from pests and diseases and to regulate sanitary standards for plants and plant products in Maldives. The Minister for agriculture affairs is responsible for administration and implementation of this law. It lays down the responsibilities of the Minister which includes approving the structure and management of the National Plant Protection Organisation (NPPO), designation of ports for import of plant and plant products, setting up quarantine stations, and approving regulations under the Act. The functions of NPPO are laid down including liaising with the IPPC secretariat, preparing list of quarantined pests and regulated substances, inspection and testing, passing sanitary standards, dissemination of information relating to pest prevention and control, and other acts necessary for implementing the objects of this Act. A Plant Protection Advisory Board is formed to advise the Minister and NPPO.
The Act further provides for appointment of sanitary inspectors and lays down their powers and functions. Further, provisions related to pest control emergency measures, determination of quarantine and pest-free zone, and other related matters are provided. Sanitary certification is required for planting trees and using plant products. The procedure for inspection and issuing sanitary certificates has been laid down. The penalties for offences committed under the Act are provided. The Minister has power to make regulations necessary to achieve the objectives of this law.
