Abstract
These Regulations are made under sections 22 (a), 29 (h) and 33 (a) of the Fisheries Act of the Maldives (No. 14/2019). These Regulations provide for the planning and management of marine fisheries in Maldives, specifically tunas, and to achieve objectives such as implementation of the Marine Fisheries Management Plan, regulating licences for fishing and related activities, and describing the measures for monitoring and surveillance of vessels. The scope of application of these Regulations are laid down. Chapter 2 contains provisions for establishment of an advisory committee to the Ministry of fisheries on the planning and management of fisheries. The role and responsibilities of such committee are also set out.
Chapter 3 lists the activities for which licence is required under these Regulations. The procedure to obtain a licence, the requirements and criteria to be met before applying and the conditions and terms of the licences are provided. Chapter 5 lays down the measures related to monitoring and control of marine fisheries. The vessels that must be equipped with vessel monitoring system are mentioned. The rules in respect of observers and electronic monitoring are laid down. Every shipment of fish or fish products covered by these Regulations must be accompanied by a catch certificate issued by the Ministry. The procedure to obtain the same are provided. Chapter 6 contains the offences and penalties for offences committed. Chapter 7 provides for the definitions.
