Abstract
This Act provides for establishment of an authority to regulate the public utility services in Maldives. Chapter 2 establishes the Utility Regulatory Authority (Authority) and lays down the responsibilities of the Authority. Chapter 3 provides for the board of directors of the Authority, responsibilities of the board and other provisions relating to the management of the board. Chapter 4 makes provisions for administration of the Authority. Chapter 5 lays down the responsibilities of the Minister including formulating policies relating to the provision of public utility services in Maldives. Chapter 6 requires license to be obtained to provide public utility service and lays down the procedure to obtain the same and general conditions of the license. Chapter 7 contains provisions in respect of price of public utility services. Chapter 8 provides for the powers of the Authority to implement certain actions, lay down standards and guidelines to be followed. Chapter 9 makes rules in respect of quality and delivery of public utility services. Chapter 11 provides for filing of complaints with the Authority. Chapter 12 contains the powers of the Authority for inspection of and chapter XIII provides for offences and penalties. Public utility services means water, sewer, electricity and waste management services provided for a fee or on a commercial basis.
