Abstract
This Act creates the institutional framework for disaster risk management in Malawi by establishing the National Disaster Risk Management Committee, the National Disaster Risk Management Technical Sub-committee and the office the Commissioner for Disaster Risk Management at the national level and requires a disaster risk management committee to be created in each local government authority. A local government authority shall establish area disaster risk management committees within its area of jurisdiction and appoint a responsible officer to facilitate disaster risk management programs and interventions at community level. ) The Commissioner shall maintain a register of disaster risk management volunteers. The National Committee shall develop and implement a national Disaster risk Management Plan and develop and implement a national multi-hazard contingency plan. There shall also be Disaster risk management information systems and an integrated early warning system.
The Minister may, after consulting the Minister responsible for physical planning and the Minister responsible for local government by notice published in the Gazette, declare a part of Malawi as a high-risk area for purposes of disaster risk management. After declaration, standards for development of the area, standards for development of the area and environmental standards shall be developed. The secretary to the treasury shall establish a Disaster risk Management trust Fund. The Act is also about disaster mitigation and relief.
