Abstract
The Integrated Rural Development Strategy (IRDS) of Malawi (2016), developed by the Ministry of Local Government and Rural Development, is a framework aimed at addressing rural poverty and fostering sustainable development. It aligns with the Malawi Growth and Development Strategy II (MGDS II) and emphasizes the integration of various sectors to maximize synergies and benefits for rural communities. The Strategy is built on six key pillars: Local Governance and Decentralization, Local Economic Development and Investments, Rural Financial Services, Local Development Planning and Budgeting, Human Capital Development, and Cross-Cutting Issues such as gender, disability, climate change, and ICT. Key objectives include enhancing coordination among stakeholders, empowering local communities, promoting inclusive economic growth, improving access to financial services, and addressing vulnerabilities such as gender inequality, HIV/AIDS, and environmental degradation. The Strategy outlines institutional arrangements, financial mechanisms, and monitoring frameworks to ensure effective implementation. It emphasizes decentralization, participatory planning, and resource mobilization at both national and local levels. è It seeks to harmonize efforts across government ministries, development partners, and local authorities, while encouraging public-private partnerships and community involvement. Financial arrangements include expanding the Local Development Fund and introducing integrated financing mechanisms to ensure predictable and equitable resource allocation.
